CNCCC International Tendering Co., Ltd. , a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency ”), entrusted by   OFFSHORE OIL ENGINEERING CO.,   LTD. (hereinafter referred to as “ Procuring Entity(Company/Purchaser) ”), intends to   organize an International Competitive Bidding for the  purchase   of the Goods and the relevant services required under the project of   DETAIL DESIGN OF KP11-4 OIL FIELD BLOCK 18-1 DEVELOPMENT   PROJECT . Bidders are kindly requested to submit their electronically sealed bids for  the following Goods and S ervices.

Project Summary ：This tender is for the procurement of T ank C leaning M achines for the KP11-4 OIL FIELD BLOCK 18-1 DEVELOPMENT PROJECT   of COOEC , including d eck mounting type cleaning machines ,Submerged-type cleaning machines and portable cleaning machine .

3.  对投 标人的资格和业绩要求

Requirements for Qualification s  and t he Past Performance  of the Bidder:

（ 1）资格要求 Requirements for Qualifications of the Bidder   ★

A.  ★ 如果投标人为中国****公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

If the B idder is a company registered within the territory of China, it shall possess a legally valid B usiness L icense of an enterprise legal person, T ax R egistration C ertificate, and O rganizational C ode C ertificate, or a unified business license combining these certificates. When submitting the bid, the B idder shall provide a scanned copy of the original document (with the originals kept available for verification).

★ 如果投标人为中国****公司，需提****公司登记注册证明；

If the B idder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

★ 投****公司的，需具有合法有效的营业执照（ 境内注册 ） /公司登记注册证明（境外注册）和上级法人单位:****（****公司投标和签订合同），投标时需提供原件扫描件（原件备查）。

If the B idder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents ( with the originals kept available for verification ).

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized   by the Procuring Entity(Company/Purchaser) , while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be   regarded as   invalid   bids .

B.  ★ 投标人所投产品的制造商须同时具备有效的 GB/T****(ISO9001)质量体系认证证书或API Q1证书,中国国内认证机构签发的证书应可在 中国****站 核实 ( http://****/ )。如果有中国****部门发布的最新体系标准，以最新体系标准为准。投标时需提供原件扫描件（原件备查）。

The manufacturer of the product bid by the bidder must simultaneously hold valid certificates for GB/T**** (ISO9001) quality management system certification   or API Q1 certification. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China   ( http://****/ ). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates ( with the originals kept   available for verification ).

C.  ★ 若投标人所投洗舱机产品为 关 境内生产的，只接受制造商投标，不接受代理商参与投标。若投标人所投洗舱机产品在 关 境外生产的，接受制造商或代理商参与投标，如果是代理商投标的，投标人应得到货物制造商同意其为本次投标提供该货物的合法唯一授权，且制造商所授权的代理商必须为制造商的一级代理或行业代理或区域代理，并同时提供相应证明文件。一个制造商仅能授权一个代理参与投标，否则相关所有投标将被否决。制造商参与投标的，不能再授权其他投标人参与投标，否则相关的所有投标将被否决。

If the bid-submitted tank washing machine is manufactured within the People's Republic of China, only manufacturers may submit bids; agents are not permitted to participate. If the bid-submitted tank washing machine is manufactured outside the People's Republic of China, both manufacturers and agents may submit bids. If bidding as an agent, the bidder must obtain the manufacturer's consent for its exclusive legal authorization to supply the goods for this bid. The manufacturer-authorized agent must be a primary agent, industry agent, or regional agent of the manufacturer, and must provide corresponding supporting documentation. A manufacturer may authorize only one agent to participate in bidding; otherwise, all related bids will be rejected.

Manufacturers participating in bidding may not authorize other bidders to participate; otherwise, all related bids will be rejected.

（ 3）业绩要求 Requirement for Bidder's P ast Performance :
 

20 21 年 1月1日至投标截止日（以合同签署时间为准），投标人应具有至少 1 个合同的 洗舱机 产品的供货业绩（供货业绩的制造商必须是投标人） 。

S ubject to the contract signing date , the bidder shall have at leas t one   c ontracts evidencing its supply performance records o f Tank Cleaning Machine products f rom January 1, 20 21   to the bid c lose date, and the manufacturer of the supplied products must be the bidder itself .  

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括： 1）销售合同 ； 2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其 它 可以证明合同项下货物已经到货验收的有效证明材料）。

The bidder shall submit the P erformance F orm in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contract s ; 2) Goods A rrival A cceptance signed or s tamped   by the c lient   ( i.e. A rrival A cceptance F orm, or ,   C ommissioning A cceptance R eport, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).

投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称:****。

The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page ( China domestic trade contracts shall be s tamped   by t he buyer and the seller , while international trade contracts shall be signed or s tamped   by t he buyer and the seller ); the name of the goods; and the goods arrival acceptance signed or   stamped   by the c lient .

若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下 ， 提供 1个或以上的订单及与订单对应的到货验收材料 ， 均 视 为 1个有效业绩。

If the contract is an annual framework agreement, in addition to the   agreement   itself , the corresponding Purchase   O rder (s) (PO)(under which the goods were delivered ) shall also be provided, and the purchase order content or PO number ing   shall be associated with the annual framework agreement. Under the   same annual framework agreement, one or more purchase orders and the ir   arrival acceptance c ertificate(s)   corresponding to the orders shall be deemed as one valid performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均 被 视为无效业绩。

Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents   so provided , shall be deemed as invalid performance.
