    简要规格描述或项目基本概况介绍、用途: 围绕浦东新区战略性新兴产业发展,助力外贸提质增量,落实跨境贸易便利化行动,优化营商环境,主要承担技术辅助工作:协助打印、归档、协助管理各类空白单证,建立完整台账并定期完成订购;协助定期复核电子、纸质证单数据;协助配合开展口岸查检、属地查检、卫生检疫等日常作业;协助行政审批受理、窗口咨询引导;负责文档管理、会务筹备、物资管理、办公设备维护、咨询等内部辅助性事务;按要求组织业务培训。(详见招标文件第三部分-服务需求书)。

    Brief specification description or basic overview of the project: Focusing on the development of strategic emerging industries in Pudong New Area, the main responsibilities include technical support tasks such as assisting with printing and archiving, managing various blank documents, maintaining complete records and regular ordering; aiding in periodic review of electronic and paper certificates; cooperating with routine operations like port inspections, local inspections, and sanitary quarantine; assisting with administrative approvals and window consultations; handling internal auxiliary tasks such as document management, meeting preparation, material management, office equipment maintenance, and consultations; and organizing business training as required. (See Part III - Service Requirements in the bidding document for details.).

    二、申请人的资格要求
    2. Qualification Requirements for Bidder

    (a)满足《中华人民共和国政府采购法》第二十二条规定;

    (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";


    (b)落实政府采购政策需满足的资格要求: 本采购项目执行政府采购有关鼓励支持创新、绿色发展以及支持中小企业、福利企业等政策规定。

    (b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies and regulations that encourage and support innovation, green development, as well as support small and medium-sized enterprises and welfare enterprises.


    (c)本项目的特定资格要求: 3、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人,不得参加本项目的采购活动;
    4、单位负责人为同一人或者存在直接控股、管理关系的不同潜在投标人,不得参加同一合同项下的政府采购活动;
    5、具有有效的人力资源和社会保障局颁发的《劳务派遣经营许可证》;
    6、本项目不允许转包;
    7、本项目专门面向中小微企业采购
    8、本项目不允许联合投标。

    (c)Specific qualification requirements for this program: 3. Potential bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in the procurement activities of this project; 4. The same person in charge of the unit or different potential bidders with direct controlling or management relationships shall not participate in government procurement activities under the same contract; 5. Having a valid Labor Dispatch Business License issued by the Human Resources and Social Security Bureau; 6. This project does not allow subcontracting; 7. This project is specifically designed for procurement by small and medium-sized enterprises. Joint bidding is not allowed for this project.


    (i)符合《中华人民共和国政府采购法》第二十二条的规定;

    (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";


    (ii)未被“信用中国”(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单;

    (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);

    Additional materials required for bid opening: Submit one original and four copies (in paper form) of the bid documents, properly sealed, ensuring consistency with the uploaded electronic bid documents. In case of discrepancies between the electronic and paper versions, the electronic documents shall prevail, with the paper copies serving solely as supplementary records and not as evaluation basis. At the bid opening session, the legal representative of the bidder or their authorized representative must present the CA certificate used during submission and a laptop capable of wireless internet access.
