简要规格描述或项目基本概况介绍、用途： 为进一步加强市容养护保洁力度，使上钢社区的市容环境状况得到明显改观，本项目拟通过公开招标的方式选取一家合格的供应商对辖区内耀华路以南、济阳路以东、川杨河以北、上南路以西的四至范围内的红线外道路及相关设施进行专业化养护，主要服务内容包括辖区内红线外相关道路及设施养护、辖区内道路市容环境保洁等。（具体详见第三章服务需求书）
Brief specification description or basic overview of the project: In order to further enhance the maintenance and cleaning efforts for the cityscape, and to significantly improve the cityscape environment of Shanggang Community, this project intends to select a qualified supplier through an open tender process to carry out professional maintenance of the roads and related facilities outside the red line within the four boundaries: south of Yaohua Road, east of Jiyang Road, north of Chuanyang River, and west of Shangnan Road. The main services include maintenance of the relevant roads and facilities outside the red line within the jurisdiction, as well as cleaning of the cityscape environment of the roads within the jurisdiction. (For details, please refer to Chapter 3 - Service Requirements.)
合同履约期限： 2026年07月01日至2027年06月30日。

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠；（2）残疾人福利性单位，并将其视同小微型企业。
